Man ties 30lb to dog, and throws it into river

A Palmetto man is accused of tying his dog to a dumbbell and tossing him into the Manatee River.

Police said William Bell, 41, tied his 2-year-old dog to a 30-pound dumbbell and left him in about four feet of water.

An officer spotted the dog and said that when he arrived, he could only see the nose of the dog peeking through the water.

The dog was rescued without harm.

Bell was arrested on an animal cruelty charge.
