First off, have you had her scraped for Demodex? If not that is the first thing to do.I had a female a while back that had some spots like that .After ruling out the demodex I started a medicated bath that we used in the clinic.Get a bottle of medicated shampoo(like head and shoulders) first wash her real good with a regular soap (Joy or Dawn is good) to get the dirt off. Then completely lather her body up good with the dandruff shampoo and let her soak for 5-10 minutes. I did this for the female I had 3 times a week. She started regrowing her hair pretty good. Her problem was allergies. You can also see if your vet sells Gentocin Spray to spray on the areas. It works well also. But if she has bad allergies you may have to resort to Depo medrol injections to clear her skin up.

I don't know how familiar you will be with what I'm telling you but if you do understand this is what I would do. First outside of food allergies I would say it is either mange or some other kind of fungus or mite. I would give the dog a sub Q injection of Ivermectin 1/10 th of a cc per 10#s of body weight. I would find out what the dog was being fed. Most low-end dog foods are packed with corn and other fillers, I would get the dog on some lamb & rice Exceed or Canidae dog food. Then I would rub the dog down with Sulfadene twice a day. This is just what I would personally do in this situation. I am not a vet & I am not diagnosing your dogs condition. I am only giving my personal opinion.

First thing would be to rid the dog of fleas, and then I would start feeding the dog a premium quality feed. That will eliminate your dog’s problems. If your dog is itching a lot bathe her with a mixture of 50/50 Pantene (shampoo plus conditioner) and Pine-Sol. Let it stay on her for 20 minutes, then rinse, and that will relieve the itchiness.

does not appear to be fungus to me appears to be red mange go to your local farm supply store buy a container of NU-STOCK it stinks bad lol so wear rubber gloves will kill mange or fungus etc makes hair grow back super fast best advice is to go to vet though
