San Jose, CA -- All states have laws governing dangerous or vicious dogs, but they can vary greatly.

According to www.understand-a-bull.com, a pit bull advocacy site whose motto is ``punish the deed NOT the breed,'' 12 states -- including California, Texas and New York -- have laws in place that prohibit statewide so-called ``breed-specific legislation.'' That means laws cannot be passed that would ban specific breeds.

California has a comprehensive Dangerous Dog Law, part of the Food and Agriculture Code, which allows for cities and counties to ``prohibit ownership of vicious dogs.'' Only Santa Monica has restricted pit bulls.

Thirty-eight states, and the territory of Puerto Rico, have no such laws and in many of those states, there are local bans on certain breeds -- most often pit bulls, Rottweilers and Doberman pinschers.

In Florida's Miami-Dade County, both pure-bred and mixed-breed pit bulls are classified as dangerous, and it has been illegal to acquire a pit bull since 1990.

Denver has a pit bull ban, as does Prince George's County, Md. Pawtucket, R.I., banned new pit bulls as of January 2004, and current owners need to register their pit bulls and provide proof of $25,000 in liability insurance.

so little is focused on the owners of these dogs. a neighbor is quoted as saying they were "sometimes nice, sometimes mean." Is this the kind of animals you would call PETS? its too bad that people dont deal with their problems before they hurt someone. i feel for the child who was killed, but what about the parent(s) who failed to do something about these dogs' behavior issues before it was too late? Why would someone leave their child with dogs that are described as sometimes mean and sometimes not? if you ask me negligence is the biggest problem with this breed. inproper containment, supervision and respect for the breeds abilities.

i used to reside in Dade. neighbors and ignorance are worse than the "authorities". APBT are not sold to the public down there. the public is sold "illegal" mutts and crossbreeds farmed for profit.
