    Clover leaders to discuss plans for animal ordinance

    CLOVER — A tethered dog is like a loaded gun, according to the Committee for Responsible Pet Ownership, which cautioned Clover leaders to target abusive owners rather than specific dog breeds as it prepares to beef up its animal control laws.

    Several animal advocates turned out for this week’s Clover Town Council meeting, prompting council members to schedule a workshop next month to discuss a new vicious animal ordinance.

    Alicia Schwartz and three others from the Committee for Responsible Pet Ownership encouraged the Town Council to pass a law prohibiting tethering. They said tethering frustrates dogs, both physically and mentally, which makes them aggressive. After a while, tethered dogs might lash out.

    “They’re loaded guns,” Schwartz said. “The solution is to make owners accountable.”

    The group also asked the council to consider raising licensing fees for animals who aren’t spayed or neutered and giving police officers more enforcement power. Clover resident Dona Van Leer said the council shouldn’t target specific breeds.

    “You can take any dog and make it a vicious dog,” Van Leer said.

    In a memo to the council, Town Administrator Allison Harvey said she couldn’t find any research proving that breed-specific legislation is successful. The workshop will be 5:30 p.m. Dec. 4 at the Larne Building in Clover.

    Fort Mill annexes properties west of I-77

    FORT MILL — The town of Fort Mill extended its limits west of Interstate 77 again this week on a pair of 5-2 votes.

    Councilmen Grady Ervin and Larry Huntley opposed the move, which included annexing a 15-foot wide trail easement across two properties and 10 other properties covering 196.8 acres along Pleasant and Vista roads.

    “I think we’re overextending ourselves,” Huntley said before the vote. He added that he didn’t like annexing a sliver of land just to make another larger property contiguous with town limits.

    Fort Mill used the same tactic to annex the Springfield subdivision, which was separated from the corporate limits by the Anne Springs Close Greenway. Leroy Springs and Company, which runs the greenway, asked Fort Mill to take in a 15-foot wide strip across a section of the greenway to reach the development. Huntley was not on the council at that time, and the greenway was later annexed into the town as well.

    Property owner C. Cooper Willis told the council he doesn’t have a firm start date for the residential and office park project he plans to build on the site due to the current economic crisis.

    Previously, Willis said if the town granted his annexation request on the property, he might follow up with a request to annex more property up to the intersection of Pleasant and Gold Hill roads. Development there would focus more on commercial projects.

    Town Manager David Hudspeth said after reviewing the application that town staff believes the project will be beneficial to the town in the long run and will generate sufficient revenue for Fort Mill to afford the municipal services needed there.

    The council also unanimously approved an annexation request for 74.5 acres that straddle Whites Road southeast of the Dominion Bridge community. The owners requested a planned neighborhood development zoning and will be submitting a PND plan for approval in the coming months.

    Bethel firefighters exceed goal in referendum effort

    LAKE WYLIE — Last week, the Bethel Volunteer Fire Department more than doubled the projected number of signatures needed to bring a referendum vote on a new fire tax district.

    The Bethel firefighters began planning months ago for a fire tax district, which would increase department funding from an annual tax for residents and business owners within the district. They started a petition and needed 15 percent of the voters within their district to send the issue to a referendum vote.

    “I think we got about 38 to 40 percent of the registered voters,” Chief Don Love said.

    Capitalizing on a countywide turnout of better than 75 percent, volunteers set up tables at five Bethel area precincts on Election Day to gather signatures. Initially, Love’s data from the York County Registration and Elections Office showed he needed just more than 1,600 signatures. By the end of Election Day, Love had 4,226 signatures.

    “It saved us from knocking on doors I think,” Love said of the Nov. 4 effort.

    The tax, which could be $5 to $10 annually for homeowners depending on home values, would double the department’s operating budget. The improvements also could save residents and businesses on insurance rates, Love said.

    Oh Man... I lived in Clover for three years on main street and had 2 GSD and a Cocker at the time. (lol, I know) The Sheps were in a fence and the Cocker on a clothes line tether. People use to tell me all the time I should put the 2 Sheps on a tether too so they could get more excercise. My how times have changed. :rolleyes:
