York County, SC Animal rights activits want pet owners to pay $75 a year license fee

    Animal advocates are asking York County council to change laws when it comes to your pet. On Monday, a group of 30 people filled council chambers in York supporting the committee for responsible pet ownership's request for licensing fees for dogs and cats--basically saying that if you have a pet and they are not fixed, you'd pay $75. That number would significantly drop to under $10 if your pet was spayed or neutered. They are also trying to get them to pass a no tethering law.

    Animal rights activists found a new audience Monday night for a message they've been spreading in York County for years.
    Members of the Committee for Responsible Pet Ownership asked the York County Council - and it's five newest members - to consider enacting a law to prohibit tethering animals and requiring pet owners to obtain licenses for their pets.

    Please contact these York County council men by emial and let them now that is an unfair tax they are trying to push on pet owners. Please mention that responsible tethering is a great way to confine a dog.

    I have been in animal rescue for 20 years. I'm sick to death of seeing animals suffer and die in York County, particularly pitbulls. Citizens in our county have proposed variable licensing to target the 10% of people who are causing 90% of the problem faced by our animal shelter every day. I'm sick of nursing bait dogs when they come to me shredded, I'm sick of the news stories like the one on Channel 36 this morning about 2 dead pitbulls found in a box behind Domino's, I'm sick of knowing that hundreds of pitbulls are killed at our shelter every year, I'm sick of seeing what miserable lives chained dogs live, I'm sick of my taxes being spent to support homeless animals at our shelter, and I'm sick of irresponsible owners. Do you really think 20 unaltered, chained pitbulls in somebody's backyard is OK? Do you not think those people are fighting those dogs and breeding fighting dogs? There is no such thing as "responsible tethering." It's animal cruelty period. And do you know that chained dogs are, according to CDC statistics, 3 times more likely to be aggressive and bite because of their confinement and frustration? Most states now have anti-tethering laws, and some counties in South Carolina also have anti-tethering ordinances. In regards to licensing, this is not a tax. It promotes accountability for pet owners, it targets hoarders, it targets dog fighters, and it targets those people who let their animals breed continually. 80% of our nation already has variable licensing. I am very happy to pay a small licensing fee for my own STERILIZED pets in order to save the lives of hundreds.

    DO CALL YOUR COUNCILMEN AND TELL THEM YOU SUPPORT THE PROPOSED VARIABLE LICENSING AND ANTI-TETHERING ORDINANCES.

    Quit being Nieve ,Tethering has nothing to do with your shelter issues or dog aggression ! Look for research written by people who KNOW the breed and not the CDC or who ever base there learning on the info from channel 36 News ! Not ever single pup in a litter is a "show" quality dog you may only get 1 out of those 20 ! As far as confinement goes I suppose you'd prefer the pet carrier than the fresh air and cool breeze of being outside . But then again your issue is with the "pitbull" and promoting a fee to ensure there(your) welfare. lol

    When new laws are passed, it is only the responsible people who follow them-why punish all dog/cat owners because there are some irresponsible folks?

    The York County Council's public works committee tonight will hear from county staff how other jurisdictions have implemented pet licensing programs, said David Harmon, York County public works director. The 6:30 p.m. meeting will be at the county office complex, 1070 Heckle Blvd., Rock Hill. Oct. 11, 2011
    One proposal would require pet owners to license their pets. The other would outlaw tethering animals on ropes or chains altogether.

    We are worried about a tethering ban.

    Please Call Curwood Chappell at his home number (803) 324-1062. He values calls from people. Tell him that responsible tethering techniques and our current Animal Control ordinance both require a collar to protect a dog from the chain growing into their neck. As a responsible pet owner I consider this to be a type of abuse and wish the fines could be higher on such abuse. Irresponsible people buy a pup. Put a small collar on it and as the pup grows it the collar doesn’t. This could occur with a trolley system same as it does on a chain, both use a collar to help with containment. Tell him we believe in responsible pet ownership and feel that tethering is a tool in containing your dog to your property. Please do not punish responsible pet owners for irresponsible peoples actions.

    Councilman David Bowman said he doubts people would pay and likened licensing fees to extortion - taking money "from the people who are afraid not to pay it."

    York County leaders overseeing animal control won't support requiring pet owners to license their pets for a fee - but they might add "teeth" to an existing law designed to protect animals from neglect and abuse

    I am whole-heartedly in favor of pet licensing. Someone has to pay for the animal care services provided by municipalities and other governmental entities. Part of being a "responsible" pet owner is to advocate for the rights and care of those animals who are left neglected, abused, or homeless by those who are not responsible. Licensing fees go toward many animal care diciplines from county-wide spay/neuter programs to officers who are charged with enforcing animal welfare laws. Licensing fees are an integral part of animal care and animal population control in this country. Alternatives are that the local governments use their budget from your taxes to operate enforce and control. As we have learned from experience, animal welfare takes a very low priority on a government's agenda. It is the responsible pet owner's duty to advocate for the licensing of owned animals. It is fair to say that $75 is asking too much and is encouraging people to circumvet the law rather than obey though. But if you want to fight something, petition your representatives to legislate to ensure that ALL revenue from those licensing fees are directed toward animal welfare objectives.

    As for the tethering... there are too many animals being neglected or abused in this manner. Maybe its true that a few are making the majority look bad, but it is a fact that this is a means for an owner to "forget" about an inconvenient pet or get it out of their way. It is all to common a problem and a legislating against tethering could be the first step to cutting down on this problem. I have seen too many dogs (all kinds of breeds) that have been tethered and recieved injury or even died as a result. Even some of the responsible pet owners have come home to find the animal has hung itself or been attacked by a stray animal because it could defend itself properly. Kennels and crates are a more practical and safe way to confine an animal when it is not supervised. Tethering should only be used when the animal is supervised.

    Support of measures such as these listed in this discussion can only enhance animal welfare.
