    [/font]</TD></TR><TR><TD vAlign=bottom colSpan=3><HR></TD></TR><TR><TD colSpan=3>[font=Book Antiqua, bold, italics]LORAIN, OH -- The Lorain Police Department is conducting an internal investigation of one of its officers who said he fired his weapon 13 times to subdue and kill a pit bull that he believed was set to attack him, according to police Capt. Russ Cambarare, who heads up the patrol division.

    Officer Wayne C. Long said the dog was ordered by its owner to attack and was coming toward him on Thursday when he squeezed off the 13 rounds and struck the dog several times outside the owner's home, according to a report on the incident filed by Long.

    The dog's owner, Jose Veliz Jr., 26, of 1829 E. 29th St., was charged with domestic violence, resisting arrest and assault on a police officer, according to the police report.

    A complaint was made against Long by Wytina Johnson, 33, who said she is Veliz's girlfriend. She told a reporter that she told police Long had been too aggressive and didn't need to shoot the dog, and she said she feared Long was going to shoot Veliz, who was near the dog when Long began firing.

    Long and another officer had gone to the house around 11 a.m. in response to a domestic violence complaint, according to the police report.

    Johnson said Veliz had the dog on a leash and in a harness and was holding a muzzle when Long arrived on the scene and ordered Veliz to control the animal and to get on the ground.

    Johnson claimed Veliz repeatedly asked if he could muzzle the dog, and a neighbor even offered to take control of the dog, but Long reportedly just kept telling Veliz to get on the ground before he began firing.

    ''He (Long) kept saying the dog was growling at him and told Jose to talk to him,'' said Johnson. ''He didn't have a reason to shoot the dog.''

    Veliz was taken into custody at gunpoint, according to the report, and the mortally wounded dog was taken away by the Lorain city dog warden.

    Cambarare said a citizen's complaint was filed against Long prompting the internal investigation.

    ''They felt his actions weren't proper and we are looking into it,'' Cambarare said. ''They are alleging that what Officer Long said in his report is incorrect. Whenever there is conflict we look into it.''

    Eleven spent rounds were recovered by police after the shooting, and one round was recovered from the side of an abandoned house where the bullet entered after ricocheting, according to Long's report.

    Johnson said Veliz went to the front of the house with the dog and was going to walk the animal before heading to work when Long showed up.

    Long wrote in his report that he was told by a dispatcher that Veliz also had an outstanding warrant from Lorain. Long told Veliz on arrival that he had a warrant for his arrest and was also there on a domestic violence complaint, the police report said.

    Veliz ''then became angry and told the dog something'' and the dog became alert and began growling at him, Long wrote in his report.

    Long remains on duty, Cambarare said.

    Long, a veteran of 31 years on the force, has been fired from the police force twice before, but has won his job back both times.

    He was indicted in 1988 for extortion and tampering with evidence in connection with charges he threatened two Lorain fire inspectors into overlooking code violations at a building in which then-Police Chief John Malinosky's daughter ran a charity bingo game, according to a story in The Morning Journal. The tampering charge stemmed from accusations Long presented a doctored tape recording and report to a grand jury hearing the accusations, according to a published report.

    Long was found guilty of the tampering with evidence charge and sentenced to two years in prison, and was granted early release in 1989, according to a story in The Morning Journal.

    Long was off the force again in 1993 after a police investigation alleged Long tipped off a decoy prostitute to move to another street to avoid being arrested, according to published reports. The woman was actually a police officer acting in a sting operation.

    Long was indicted on charges that included felony obstructing justice, but was found not guilty during a trial and again got his job back, according to a story in The Morning Journal.

    In 1968, five years before he became a police officer, Long was accused of driving the getaway car in a robbery, according to a story in The Morning Journal.

    The charges were later reduced, and Long served two months on a misdemeanor petty larceny charge, according to the story.
