    Richland -
A pet owner has filed a federal lawsuit challenging a central Mississippi city's ban on pit bull dogs.

The city of Richland passed an ordinance in 2006 banning American Pit Bull Terriers, Staffordshire Bull Terriers, American Staffordshire Terriegrs and mixed-breed offspring.

Arthur Young, a 21-year-old student, says an animal control officer told him last year to remove his pit bull from the city or risk it being seized and put down.

Young moved the dog to an animal shelter in Madison.

The lawsuit, filed federal court in Jackson, seeks a preliminary injunction to prevent the city from seizing Young's dog and a declaration that the ordinance is unconstitutional.

Richland Mayor Mark Scarborough says the ordinance was passed after two pit bull attacks. He says it's a matter of public safety.
