quick question

    i ran into someone yesterday who wants to give me anew pup.........but it registrd under his previous owner and he hasnt filled out the transfer of ownership....does he have to do tha before i can? or what?? thanx

    as long as they haven't filled it out you should be able to just fill it out and send it in.
