The new ordinance would require neutering and breeding restrictions for "All dogs, full or part blooded, of breed(s) identified by State Health Department Bite Reports as being disproportionately responsible for the number of bites within the city in a given year." The ordinance doesn't mention any breed specifically. "I don't believe in breed specific ordinances and they've usually been ruled unconstitutional," Capt. Truitt said. But for now, if the ordinance is introduced and passed at the Richmond Common Council -- the proposal has been submitted to the city's law department for consideration -- it will probably be known as the "pit bull ordinance."
